I do not believe this is the work of the Uptown Partnership, such as these painted electric boxes, found on Painted San Diego. This appears to be the work of a street artist. I don't know if the image has some special meaning, or is just the creation of the artist's imagination. The owners of the property may have accepted as a piece of art however, as there is evidence of active graffiti control efforts on the property, but this image has not been obscured or removed.
This stenciled street art is to be found in the parking lot at 1940 Fifth Avenue, San Diego, CA 92101.
